Same family, different businesses
Hays Travel is the UK’s largest independent travel agency. Its homeworking arm is Hays Travel PTC; Designer Travel dates from 2008 and now sits under Hays Travel Ltd. Founded by Amanda Matthews and Karen Pocock, both former Co-op Travel directors. The group also owns Explorer Travel, a franchise, which is a third door again.
Common ownership does not mean common terms. The two record different joining costs, different monthly fees and different splits, and they recruit separately.
Costs
Hays Travel PTC: £295+VAT (experienced), then £65/mo. Designer Travel: £0–£500 by experience, then £50/mo. Designer Travel scales its entry cost to experience, with a pay-as-you-go route for new entrants; the Hays programme quotes its published figure for experienced agents and runs the New to Travel Academy for everyone else.

What you keep
Hays Travel PTC: 60% independent; 30–70% leads-supported. Designer Travel: 60–80%. The Hays range spans two different arrangements — the lower end is where the company supplies the enquiry — while the Designer Travel range is a performance ladder. When you compare them, compare the rung you would actually be standing on in year one, not the top of either range.

ATOL 5534 confirmed on the CAA register, where Hays Travel Ltd is also the Accredited Body whose licence covers Designer Travel. Designer Travel: ABTA membership L318X confirmed on the official ABTA member search. The CAA register shows Designer Travel Ltd holds no ATOL in its own name: it is an Accredited Body member operating under ATOL 5534, which is held by Hays Travel Ltd. The company site’s “ATOL 5534” is accurate only in that umbrella sense.
A published ABTA number and ATOL licence number is a good sign in one narrow sense: you can check it yourself.
